Leo has worked in the industry since 1989 with the oldest shared collection organization in the United States. Toby is the architect of active receivables collection. His innovative and customer friendly approach has been successfully implemented in dozens of healthcare organizations and in other collection companies throughout the Midwest. Leo brings his receivables management experience, which includes operations and management of staff, systems implementations, purchasing, customer service and marketing to OBS+RRP, along with his education in Business Administration from Ball State University and Indiana University. He is a member of the Healthcare Financial Management Association (HFMA) and the American Collectors Association (ACA).

Brandon is a seasoned expert in medical billing with over 15 years of experience navigating the complexities of healthcare reimbursement. He earned his Bachelor of Science in Business from Indiana Wesleyan University in 2002 and holds HIPAA certification, underscoring his commitment to compliance and patient privacy. Brandon has extensive experience working with a wide range of insurance payers, including Medicare, Medicaid programs across multiple states, liability claims, workers’ compensation, and commercial carriers. Since joining Outsource Billing Services in 2008 as a Billing Account Specialist, Brandon has demonstrated exceptional leadership and technical expertise, earning a promotion to Billing Manager in 2012. In this role, he continues to drive operational efficiency, ensure regulatory compliance, and deliver outstanding results for clients.

Lisa has worked in the healthcare receivable management environment since 1993. Lisa’s healthcare focus started back in her time at Ball State University where she graduated from their School of Journalism with a focus on public relations and organizational communications. She has spent over 30 years managing customer service based, healthcare receivables teams, both outsourced and in-house for healthcare providers. Lisa also has a background in healthcare auditing which strengthens her rounded approach to receivable management. Her ability to coordinate the financial and aging goals of her clients into a service-based work team has strengthened the well-rounded approach to account resolution.

Rich Bishop has over 35 years’ experience in the bad debt arena. Rich brings over two decades of managerial experience, consistently delivering client focused results with a strong commitment to ethics and integrity. Rich’s passion for compliant, customer driven collections has led to his development of legal strategies within the collection team—from initial concept to successful implementation. His collection teams have been FDCPA trained and provide the collection results with a customer service approach.
Rich’s professional organizations include (HFMA) Pressler Healthcare Financial Management and (ACA) Association of Credit and Collection Professionals, and the (ICA) Indiana Collectors Association.

JJ is an accomplished professional with over 14 years of experience in both management and sales. A proud graduate of Indiana University, JJ holds a Bachelor of Science in Public Affairs and Management. Known for a strategic mindset and a passion for driving results, JJ has built a career fostering strong client relationships and leading high-performing teams. Since joining OBS/RRP in 2022, JJ has continued to bring a dynamic, solutions-oriented approach to every challenge, helping to elevate organizational performance and client satisfaction. JJ’s professional memberships include the HFMA, ACA and the MGMA.

Ryan Gibson is the Territory Sales Manager at OBS+RRP, bringing over 20 years of sales experience in the healthcare and medical device industries. Since joining the company in April 2025, he has focused on driving strategic growth and building strong client relationships across the Midwest. Ryan earned his Bachelor of Science in Marketing from Ball State University in 2004 and is currently pursuing his MBA, with an expected graduation in early 2026. Known for his consultative approach and deep industry knowledge, Ryan is committed to delivering tailored solutions in complex, fast-paced environments. He is also an active member of the Healthcare Financial Management Association (HFMA).
